Employer Services

The Department of Employment Services (DOES) helps businesses save time and money by providing current labor market information; helping with employee recruitment, referral and screening; and offering tax-saving programs.

  • Alien Certification
    The Immigration and Nationality Act of 1965, as amended, stipulates that certain aliens may obtain a visa to enter the United States and engage in permanent employment. This program is designed to protect the jobs, wages, and working conditions of United States workers.

    First Source Agreement
    The office ensures that projects developed in whole or in part with District of Columbia funds, or with other funds which the District administers, give priority to District residents for newly created jobs. All beneficiaries of contractual agreements totaling $100,000 or more are required to enter into a First Source Agreement with DOES and to utilize DOES as a first source for recruitment, referral, and placement of employees.                

    Job Order Processing
    Individual employer job specifications and necessary worker qualifications are recorded and made available to qualified applicants both locally and on www.dcnetworks.org. The staff meets employer job needs consistent with equal employment opportunity principles through the selection and timely referral of qualified permanent full-time, temporary, and part-time workers. The department's special initiatives are to:

    • assist with the coordination of the Washington Region Access to Jobs Program;
    • administer the Work Opportunity and Welfare-To-Work Tax Credit; and
    • assist public/private organizations with special recruitments.

    Minority Business Enterprise Center

    The Department of Employment Services' Business Resource Center has partnered with the Minority Business Enterprise Center (MBEC) to provide small and new business owners in the Washington Metropolitan area with access to office space, business counseling services, procurement and technical assistance, on-line access to the Master Business License application and assistance with developing business and marketing plans.

    This full-service center will house collateral MBEC staff who are available to assist entrepreneurs with starting a new business, financial counseling, industry specific workshops and seminars. MBEC will also provide referral services for attorneys and accountants.

    The Business Resource Center is equipped with a reference library, which is complete with entrepreneurial start-up guides and reference materials, a conference area, computers with Internet access and business-planning software, as well as audiovisual equipment for viewing video programs designed with business owners in mind.           

    For the SOHO ( Small Office Home Office) loan program, classes are held by The Stalwart Business Development Group. To register, please visit www.tsbdg.com.

    This class is held at this location on the second Wednesday of the month.
